Coyle SWPPP Professionals

At Coyle SWPPP Professionals, we provide creative solutions to storm water and erosion challenges by applying innovative engineering principles and cost-effective construction services. We approach every challenge in a manner consistent with client needs and budget. We partner with you to develop a SWPPP design that will not only ensure you meet all local and state regulations, but will also save you time and money.


All of our SWPPP designs are certified by Professional Engineers (PE) that are Certified Professionals in Erosion and Sediment Control (CPESC). This is required by the Ohio Department of Transportation (ODOT) under Supplemental Specification 832 – Temporary Sediment and Erosion Control.

David Coyle is a Professional Engineer (PE) and a Certified Professional in Erosion and Sediment Control (CPESC). He has over 40 years of experience in civil engineering and construction management of excavation, road and bridge, building construction and modification, slope stabilization, stream bank restoration and environmental remediation projects. David formed Coyle Construction Services, Inc. in 1997 to provide construction management services to project owners and municipalities. Early projects focused on the construction management of Tax Increment Funded (TIF) projects for roadways and infrastructure development and government facilities.


David began to focus on storm water and erosion and sediment control in 2005 when he established Storm Water Control LLC a wholly owned subsidiary of Coyle Construction Services, Inc. Storm Water Control LLC installed erosion and sediment control BMP's on construction projects, restored stream banks, stabilized hillsides, and other storm water related projects.


Coyle Construction Services, Inc., doing business as Coyle SWPPP Professionals, began preparing Storm Water Pollution Prevention Plans (SWPPP) and providing erosion and sediment control inspection services in 2007. They have prepared SWPPPs and provided erosion and sediment control inspections all over the State of Ohio working on Ohio Department of Transportation (ODOT) projects, county road and bridge projects, and other municipal and private projects.

Jennifer Deaton

Jennifer Deaton has been with Coyle SWPPP Professionals since 2007 and in the industry for over 20 years.   She has been a Certified Professional in Erosion and Sediment Control (CPESC) since 2001. Jennifer is also a Certified Erosion Sediment and Storm Water Inspector (CESSWI). As President her focus is on Storm Water Pollution Prevention (SWPPP) designs, management of the erosion and sediment control inspections across the state of Ohio as well as various marketing tasks.


Prior to joining Coyle SWPPP Professionals, Jennifer was Urban Specialist for Butler Soil and Water Conservation District in Hamilton, Ohio. There she reviewed subdivision plats, erosion and Sediment control plans and conducted erosion and Sediment control inspections. She also assisted homeowners with a variety of drainage, erosion or stream related issues.

Kristin has been CPESC certified since 2015 and a PE since 2016.  She focuses on Stormwater Pollution Prevention Plan designs, steam crossing designs and other related tasks.

Kristin Holland started working with Coyle SWPPP Professionals in July of 2019. She has been a Certified Professional in Erosion and Sediment Control (CPESC) since 2015 and a Professional Engineer (PE) since 2016. Kristin’s focus is on Stormwater Pollution Prevention Plan designs, stream crossing designs, and other related items.


She earned her bachelor’s degree in Civil and Environmental Engineering from the University of Dayton in 2011.


Prior to starting at Coyle SWPPP Professionals, Kristin was a design engineer with a background in oil and gas, transportation, and residential land development.

Joining in 2020, Luke comes to Coyle SWPPP as an avid hunter and fisherman.  His past experiences include serving as a fishing guide in Kenai & Seward Alaska and as a hunting guide for the Hill N’ Dale Sporting Club in Medina, Ohio. 

Luke’s interest as an artist working with all types of materials and working in custom home remodeling has made him into a fine furniture maker hobbyist.

Kali Park joined the Coyle SWPPP Professionals team in May of 2021. Kali’s focus is on Storm Water Pollution Prevention Plan designs. She earned her bachelor’s degree in civil engineering with a focus in construction management from Ohio University. She has previous experience with the Shelly Company and ODOT as a construction intern. Through her internships, she gained experience as a Certified Erosion, Sediment and Storm Water Inspector.


Kali is currently an EIT with plans to obtain a Professional Engineer license. Kali is also working towards becoming a Certified Professional in Erosion and Sediment Control.
